The headlights are controlled by the H key on the keyboard. They have 3 positions just push the key 3 times to go to each one. To reverse the cycle just press shift and H. Also the lights can be controlled via the light switch in the cab. What the OP is trying to say is that the F4 hud light button doesn't activate the lights which are quite normal on some advanced locos.
