Editing Route External Cam Values

Hi all, there's one particular route (Skyhook Games' 2014 Halloween Route) in which the external camera view limits how close I can get to my train. In other words, the external camera doesn't get close enough, and even if "zoomed" all the way in, my viewpoint remains farther away than I'd like. This happens on any engine and only on this one route, so I determined that the issue is with the way the route is set up, not with any engine in particular.
After googling the problem, I found that I can edit "per route camera blueprints." I used RWTools to explore the Track Rule blueprints .bin file in the RailNetwork\TrackRule folder, but couldn't find any sort of relevant field for camera values. I then opened the route Template .bin file and did see a reference to a file called "extcamlmt.xml".... but I cannot figure out where in the world this file is or how to edit it to bring the camera closer to my train. There were no values to edit (that I could find) within the template .bin file.
