Steam wants you to keep all the games at their latest versions, so you cannot disable automatic updates. You can cripple the automatic updating using very restricted time schedules and setting a very low connection speed, but these methods aren't fool proof.
If you've found your backed up installation of Train Simulator 2018, copy it to some new directory on your computer, not in any of the Steam Library Folders.
Best to check if TS18 still runs with Steam in Offline mode, though I think Steam might perform some internal housekeeping when you first run your TS18 install that might require you to go online for it to succeed.
PS: How old is your TS19 install? And your computer's operating system in general?
If it went through many generations of Train Simulator and is only now giving problems, perhaps it is good to start a fresh installation of TS19 and first confirm it is running fine in both 32 and 64 bits. Make especially sure the C++ and other new dependencies are automatically installed by Steam on first run of the game. All your DLC from the Steam Store should work OK, it is usually only incomplete or unfinished freeware routes, repaints, physics and sound packs etc that give trouble when these are not properly installed.
Then subsequently copy your favourite downloaded routes, scenery etc. and rolling stock from the old install into the fresh TS19 and check after each route copy action if the game still starts and plays OK.
RW_Tools is your best friend here, as it can check if the route is complete. Leave off the trains that run in the scenarios for the time being, best sort these out once you've verified the route is complete and OK.
Leave all the old junk behind and once satisfied with your new Train Simulator 2019, put the old one in an archive.
