Broken Consists - Modified??

I am not quite sure what to do with " Broken Consists - Modified ". Yes I have read several old messages about this and did try to do something with RW_Tools suggested by one of the member here. So I did open up the program of RW_Tools and click the scenario with the route. I looked all train consists to see if I have any missing locomotives or rolling stock. All is good then I save the XML file of this scenario. And went over to start the program of Train Simulator 2018 and choose the route and scenario that I already save the file in RW_Tools but still show me " broken consists- modified " The route is Ian Allen's BNSF Seattle Subdivision (the second version payware). I am wondering how do I get this fixed with broken consists - modified. Will that solve this problem to create the whole new scenario or clone the scenario to different name. Or it would be easier to ask Ian Allen about this. I did already asked him about this. He said that he did not have any problem with this on his program of Train Simulator. I am not sure which version is he using like mine is 2018. Before I forget there is another thing I want to ask. This player train is already moving and I suppose to jump into the leading locomotive with the right hand icon to click on the leading locomotive ( player train) but after clicked the leading locomotive this scenario got frozen. I would like to know if I can change this not to let the player train already running. Is there another way to fix this too. Or ask Ian about this too.

Let me know about this to see how do I fixed this instead of asking Ian about the problem.

Thank you to all for reading my post. I gave up with this. All I did is to swap the rolling stocks that I have in Train Simulator 2018.
