It's intermediate form used for large numbers of stamped products from car door, fenders,etc. to the metal bodies of washing machines dryers, furnaces, airconditioners, just about any relatively thin walled steel component. Cold rolled steel is somewhat stronger and easier to make into shapes the hot rolled steel.
