Inventory item on Steam

I wanted to buy something for someone who is not on Steam. I figured I would put it in my inventory for him until he gets on Steam. I have no option to put it in inventory. A list of friends comes up and I have to choose one of them. How do I put it in my inventory for later use?

It looks to me like they took that option away.

Yeah, I guess its because of the Steam Refund policy.

Are Steam keys to Railworks DLC sold elsewhere independently? That way I might get some banned ATSF and BNSF DLC?
