Dcsv files are not called blueprints, although they are both xml text files.
Blueprints contain various parameters for engines, rolling stock, scenery, etc.
Dcsv files contain tables of numbers.
The process is really an export operation, because it converts a csv (a table of comma-separated values) into an xml structure.
Once it is done, you can edit the dcsv file directly with a text editor, thus bypassing the blueprint editor's clunky interface.
