Creating an .RWF Package?

Is there a way to create an .RWF package from files not that are not in the RAILWORKS folders? For instance, I have a folder called "RW2 Development", and the folder follows the structure that RAILWORKS uses. Is there a way to "point" the packager to the "RW2 Development" folder so I can create .RWF packages?
Can .RWF packages only be created from the RAILWORKS folders?
