Hud Modifications/Steam Controls

I finally got around to driving the Cab Forward, and very quickly discovered that the F4 hud displays the wrong values for water level. The F5 hud displays everything correctly, but it doesn't have speed limits or points on the map, such as areas I need to stop for the scenario. Is it possible for me to come up with a way to have the F3 and F5 hud displayed at the same time?

My next question is whether I can map keyboard shortcuts for certain hud commands. Specifically, the coal and water icons on the F4 hud. I know I should be able to use the manual injector controls for the water, but they don't work as toggles, I have to hold them down, and I can only have one held down at once. Can I manually map keyboard commands to activate and deactivate the coal/water fill icons on the F4 hud?
