Well sorta. Your route won't exactly be payware but it twill use payware items. However to buy the assets is crazy. If you look at the asset packages information, it tells you which routes need them. The Allaboard routes use both US and European assets, so if you buy say OS2, then you will get the assets with it. Chances are people already have some of the DLC routes that require them.
