Where did you download the file to? I use Firefox and have it setup to download to my Desktop. Otherwise look in your Downloads folder. I don't know how Jesse names his files, but it's probably a .zip file. Unpack it then open RW, on the Start screen click on Package Manager, then Install, then browse to where that unpacked file is. Click on it until you see a .rwp file, then open. RW will install it.

If it's an .exe, you just double click on it. As long as it's made for Railworks, the installer should point to the RW folder. You don't need the Package Manager.

Now a reskin may need a little more work to install. There should be a "readme" file in that .zip folder. Read the instructions.

Basically the format is wherever you installed Steam, then the format Steam/steamapps/common/railworks

Usually the path to Railworks is this (if you just allowed it to install without changing its default location):

C:/Program Files/Steam/steamapps/Common/railworks

But I installed mine on my 2TB external drive:

F:/Steam/steamapps/common/railworks

In any event most of the installers I've used find Steam (and railworks) automatically.
