The Railworks 2 skins may work, but if the loco has been updated for RW3 the skins will use the outdated model. Some RW2 skins may not work correctly in RW3, but finding out which ones do and which ones don't is pretty much trial-and-error. As far as installing goes, most skins can either be installed through the package manager or, in some cases, they come with an auto-installer .exe file. If it installs through the package manager, start Railworks, click the "Package Manager" tab at the top of the window, click the "Install" button that appears on the right, the navigate to the file and click "OK" and it will install itself. For repaints with an auto-installer .exe, just double-click the file and follow the prompts. The readme included with any addon should explain how to install it, especially if it has any special procedures like copying geometry files, although sometimes the authors are lazy and don't do this because they figure people already know how it works. I don't know about the Class 221; if it's payware it will probably be upgraded for RW3 eventually, and if it's freeware you can just try it and see.
