Re-use of repaints

I have ported a repaint for the DTG/Caltrain MARC MP36PH (found here as https://www.railworksamerica.com/index.php/download-library/engine-repaints?view=document&id=2362%3Amp36ph-marc-repaint&catid=18%3Aengine-repaints to the unbranded MP36PH the from Baltimore-Washington route. I am sure quite a few people would like to have that too since unlike the Caltrain MP36PH, the one from the B-W route comes with in-cab signalling.

There are absolutely no licensing terms to be found on the download page or in the readme.txt.

My question is: can I in such a circumstance offer this new derivative repaint here on RWA so as long as I credit the original repaint?

Yes. Even when there ARE conditions in the readme, repainters usually don't forbid this.
