I was in the process of downloading another scenario from the Workshop (my 3109th), and with using both the in-game workshop tab, and the desktop steam client, both tell me the scenario is downloaded and I can see it in the workshop tab, but it doesn't show up in my route or anywhere. I'm wondering if anyone else has had this problem? As this shows, the scenario is there and listed as subscribed.

Now I wasn't sure if I've gone over the limit of WS scenarios subscribed, so I went and cleared my cache in tools (I still have no idea what that actually does). And outside of uninstalling and re-installing TS21 (probably my 5th or 6th time in about the last year if I do that) I'm at a loss of what to do. Anyone got any ideas/suggestions.

Yeah that's normal weird behaviour for Workshop scenarios.
They only show up in the Workshop list (your first screenshot) until you have actually played them or saved them.
In your first SS, selecting the scenario should activate the "Drive" button at bottom right (it does for me, I just tried the same scenario).
After you've played it or saved it during play, then you will find it in the regular list (your 2nd ss).

I tried that. As my first SS shows, the Drive is greyed out. I even exited and checked the Route file and the scenario folder doesn't appear either. I even went and tried to download another scenario (for Feather River) that was posted after the one my screenshots, and the same things happens.

I have had TS for over ten years and have never uninstalled Railworks AKA TS ever. I don't know what causes you to do this but there are a lot simpler ways to fix what ails the game when something goes goofy on you.

Uninstalling TS is usually the "generic response" I use, and most of the time it's what I have to do whenever I get the "Out of Memory" error and have no idea what to do (also consider the fact that I didn't really know this forum database existed, or that 3rd party DLC was this amazing, until probably 2018/19). I've had to do it numerous times in the almost 7 years I've had the game, and whenever I approach DTG, that's what they give me "It's something you did, so uninstall and reinstall and you should be fine." Plus, if I were to come onto the forums and say "I did ABC and now I get XYZ whenever I try and do this" every time I have something happen, I'd probably get banned for asking too many questions/starting too many topics.

On here you can just ask away. No subject too trivial ask for an answer. The only 'un-install' answer you will get from anyone here might be the latest thing you installed to see if that makes the problem go away.

Thank you Buzz. I was concerned that I would seem like someone who would cause more advanced member to go "Oh no, this guy again" or something like that. What about if I unsub from all of my workshop scenarios and try and just install that particular one, or one that was posted after it?

Alright, I decided to try again, with a different scenario after unsubbing from all my workshop scenarios. As shown below, I get told it was subscribed.

And going back to the route I still get that it isn't there.

My next thought is do the whole "verify game file integrity" and normally, I'd be fine with that, but I am somewhat concerned about how that would interact with the Searchlight EPs (since they change the image after installation) and a few texture packs that I installed (UP SD60M and GTrax Steamers to name a few). So I am now hesitant to do that. Anyone got any recommendations?

I don't understand why the "Drive" button isn't active when you select the scenario.
Possibly a local file verification is needed.

The verification will only reset the files that are part of an official DLC and that you have modified.
To fix this, you need an automated method for reinstalling your mods.

I have just searched the WS for that scenario by PLEVANS100 and it doesn't seem to be there. There is another 8 part Roseville shunting one though by a different author.
