Raton Pass Active Whistle Posts

I believe I asked this a long time ago. Active whistle posts on the Raton Pass route. What is their exact function? No ill effects if I pass the post without blowing the horn. Is this for AI trains. Makes the AI train blow the horn?

Well I did indeed post about this and not that long. I got some answers from the earlier post. Look like one loses points in scenarios if you don't blow the horn/whistle. I could care less about points.
