Is there any such viewer available to use without having to go through the lengthy procedure to start up the sim?

As opposed to using the quick drive consist builder, you could build a 'free roam' scenario instead. There is none of the lag or delay associated with the QD consist builder, and it is much easier to visually build and modify the rolling stock used in your train.
