P32AC/DM Upgrade Feasibility

I'm curious, how possible would it be to give either the Metro North or Amtrak P32AC/DM an upgrade to where if you toggle the cab switch to switch to third rail power, it would cut out the engine chugging sound, lock the engine rpm's at 0, and stop the exhaust particle emitter while being able to reverse the process going back into diesel mode?

This is kind of a suggestion but I know nothing about code so I'm not entirely sure if this is even possible to begin with.
