I can think of several reasons but I think the main one is verifying the object you are uploading works. If there are custom objects utilized that are not currently in the Steam library they would have to go out and find those custom objects, download them, verify they are acceptable, then test the object that you have uploaded. I really don't find that a reasonable expectation. This is the biggest issue I have with 3rd party products that require you to have custom objects that aren't part of the Steam library or they don't make directly available on their site. You have to take their word that all those custom objects can be obtained where they indicate and that once you have them everything will work peachy keen.
I understand when it's payware that they are asking you to obtain in order to use their product and normally that means I won't be downloading that item if I don't already own the custom objects they indicate you must already own or have installed.
Since this is a standard by which Steam has always operated, I'm not sure why anyone is surprised.
