The US Loco & Asset Pack was only created with TS2012 (I think that was the version, but I stand to be corrected). The same applied to the European Loco & Asset Pack. Prior to that the contents of both were automatically part of the basic game and not separately identified as a pack - hence why you (and I) have it . . . and anyone around the world who owned an earlier version from (I believe) TS2012. Your Steam library will now register you as owning both packs if you had TS2012 or earlier, though you never specifically bought them.

I'm pretty sure the packs are all Kuju/Railsimulator and (in the US) Kuju/RailsimulatorUS assets, not RSC or others.

You can check the actual contents (by description) by pulling up either pack name in the Steam Store search box

Certain DLCs also include the relevant pack (in that respect, I believe Cajon Pass is one of them) so you are right in principle, though maybe from drawing the wrong conclusion!
