Acela braking settings

Anyone know what " Neutral handle off" means, which is a brake setting on the Acela Express. It is one position between full service and Emergency.

Neutral Handle Off means the brake valve is disconnected from the equalizing reservoir. In older 26L brake stands, the handle could be physically removed. In desktop valves it probably remains fixed and possibly locked in position>
This position is typically used when the unit is in trailing position, being towed or otherwise without a qualified engineer operating the controls.

For crew members riding in that cab, there is still a manual emergency valve.
