It's the scenery quality setting.
In the Advanced graphics settings, "Scenery Quality" must be set to it's highest setting now...
Notice how much brighter the view is as well...
This is Cajon Pass, Barstow, Summer, Clear, 9am in Quick Drive. Compare this to the screenshot above at the same time and place.
