So I got the NS F9a reskin and installed it successfully. However, the feather river f7 has the same horn and bell as the NS F9 and I don't want that. Can I change this or am I stuck with the E bell and K5LA on the Feather River F7.

No you just have to change the 'horn sound' line in the Children portion of the bin file to something else.
