To answer your question literally, yes, Oovee has been 'making' a U25B for the past 5 years. In all reality though, it seems the project stalled out a while ago.

I think Oovee quit, when they got involved with Spin Tires.

The area in the photos looks familiar. Is that the Orange County Railway Museum?
