To be clear: publication in the file library is not automated.
Uploaded files sit in a folder, waiting for a human to check it, create a web page with the needed information, pictures and links.
This can take from 5 to 30 minutes, depending on how well the author followed the requirements.
This is why publication generally happens on Saturday mornings, when Bob has time and coffee.
