As it is a habit by now, all DTG scenario packs require more DLC´s than the route for which the pack is released. !!bang!!

The point of scenario packs, and the reason most users purchase such, is to provide a realistic experience with a wider variety of appropriate content, etc. So yes, we typically use a limited amount of "more" DLC than the original route provides.

Please Note: For full use, this pack requires the Feather River Canyon Enhanced: Oroville – Portola Route and the Western Pacific FP7 California Zephyr Loco Add-On, both available at the Steam Store.

I did not mention that I lacked one of the DLCs for this FRCE scenario pack.
I referred only to what is already a DTG costume. In some cases, there has been packages requiring 4 or 5 DLCs.

As far as I can remember, this is how scenario packs have worked since the very beginning. I'm not sure who exactly first came up with the idea, but even way back when the game was still officially called RailWorks scenario creators like Trains & Drivers often required several other DLC to run the scenarios. These days, I'd say the list of extra requirements for US scenario packs is on average lower than compared to what I sometimes see among European scenario packs.

I will speak to how we at HIS develop scenario packs: In short, we utilize the amount of additional DLC required to provide a provide a specific, realistic experience. In some cases, this has required no additional DLC requisites, in other cases it requires several. But we try to limit the DLC requisite requirements with the buyer in mind. On some occasions, though, select packs are developed for users who have a large installation of DLC to provide a complete experience with the content they own. Scenario packs are, and have been since the early days, a popular means to add to the TSC experience (use of HIS scenario packs total in the six figures) just as do the scenarios on Steam Workshop (many of which require extensive DLC).
