There's a limited amount of sand (supposed to be enough for two hours continuous use, which is actually only half as much as in real life, according to my calculations). If the lever is up but there's still no sand coming out (you have to go quite close to see it), you might have run out of sand

And since you can't do a partial release on the brake, I just let 'er slide.
The way to reduce the brake pressure is to release the brakes and then apply them again, but less. Of course, that takes time, so again, you have to anticipate when to do it. You also have to avoid doing it too often too quickly, or you lose pressure in the auxiliary brake reservoirs and the train brakes come on with less force anyway.
