RSC/DTG has seldom cared much about whether container stacks cleared tunnels or other vertical obstacles. Just stay in the cab and let the insurance adjusters settle the bills later.

The earliest I can find pictures of doublestack trains on the route is 1988. These pics are of overseas 40' cans, so I'm not sure if additional clearancing was required later for hi-cube cans.

Is turntable in Oroville functional?
I tried to create a path through it in scenario, but it was impossible (destination not reacheable)
I supposed it could be operated as manual switch, but it is not

The original tunnels on the real route were not high enough to accommodate double stack container trains, but the tunnels on the 1960's diversion were built with a more generous clearance.
I don't know when the older tunnels were modified, but it was well after the early 70's, which is the time period DTG's route is set in.

I happen to have a free roam scenario set up to start in Oroville and just checked it out. It does function correctly manually. Perhaps one of our scenario guys knows how to get this to work for what you are trying to do.

Yes, that turntable functions and, like all practical turntables or transfer tables, responds like a manual switch (with the player engine facing it, press G or Shift+G to rotate); however, it has long been axiomatic in our beloved train simulator that the player engine cannot be given an instruction that requires driving onto a TT and then exiting via a track that is not diametrically opposite the entry track. That said, I received a scenario to test the other day that successfully instructs the player to align the turntable bridge with the spur his engine occupies, turn the bridge, and drive the engine to a track marker not diametrically opposite its starting position. I haven't looked at this scenario in the editor yet, but intend to do so soon. This could be a breakthrough in deceiving our friend the mythical dispatcher!

Let me just quickly add that I have written scenarios successfully using Trigger instructions to tell the player to drive onto a turntable, rotate his engine 180 degrees, and then begin or continue switching tasks.

You can always give the player an instruction that has them end up right infront of the table and tell them to turn around on it or something. There's nothing "making" them do it. But is there much making anyone sim realistically anyway? People will do what they want

Cannot publish scenario for FRC - steam doesnt allow to do so (it looks like route is missing in DLC database)

This has already been discussed over on Steam and it is usually a couple three weeks before they open this up to scenarios so in case some problem pops up that requires a patch that would mess things up they want to make make sure it's all stable. Patience folks. It will get there. In the meantime you could put them up here.

Intersetingly Elphaba released a workshop scenario for the NJCL the day after it came out, don't get why they don't allow it now.

The route is now listed in Workshop and there are also a couple scenarios as I write these lines.
