You can turn it on in the cab. The rear headlights can only turn on in the cab. Front and rear are independently controlled.

John, you cycle through the different positions with each press of the H key and to turn them off you use the shift key and H key. This is explained in the manual.

You can get away running this without the manual, it functions like a standard RSC/DTG loco like the SH SD70M.

i am really surprised that there no scenarios for the UP EMD SD9043MAC locomotive on the steam workshop yet i thought there would be lots but none so far maybe in a few weeks or a few months there will be something

I would have thought that scenarios are written for routes as it is easy enough to swap locos in a scenario using RW Tools.
