By any chance have they updated the original UP SD70ACe with rain / projecting lights?

What do you mean "with Rain", My ACe already has (or had before my PC crashed and decided to stop running Railworks) rain effects, are you running at the Max settings?

If they continue to have that old horn.... That's the deal breaker for me. (But I'm a poor college kid now so I won't be getting anything for a while anyway. !DUH! )

RSC's engine packs used to contain new models, as many as five actual scenarios (by actual, I mean not a boring, repetitive "training" scenario), and frequently introduced new freight cars. Now they're generally made up of repaints of old models and the scenarios are "available on Steam Workshop" that generally require one more piece of DLC than you own. Reminds me of that old nursery rhyme: "Fishy, fishy on the hook".

In general, I, too, continue to support RSC, but not to the tune of spending $20 for a package like this one. I prefer some bang for my buck.

I don't know much about US Railroads but I'm going to guess UP don't use ditchlights *!lol!*

The only class 1 railroads that use flashing ditchlights are NS, CSX, and Amtrak

So basically, you can go buy repaints of locomotives with incorrect features for 20$, meanwhile you can get repaints on the correct models for free!
But wait! There's more! The 20$ one comes with rolling stock that most of the community has from Sherman Hill! What a bargain! *!rolleyes!*

In a nutshell, ditch lights (or auxiliary lights) are required on all NA locomotives which cross public grade crossings at speeds greater than 20 mph. There are several exceptions, however, including most tourist railroads, plant/branch line operations, steam locomotives, and any installation which is not part of the general railroad system. IIRC, ditch lights are no longer required to flash.

Does that mean a crew could get nabbed by the FRA for going through a crossing with the lights dimmed for a meet?

I don't know. However, I don't believe lights are dimmed for opposing trains when going through public crossings.
