No you don't. If you buy the twin pack you get 41% off. Steam knows if you own the NJCL. http://store.steampowered.com/app/500218/ Log on to Steam in this link and it well show the discount.

The old NEC route that's set between NY and Philly. Interesting, it can also work as a worthy substitute for Silverliner IVs.
