Gary's article indicates something different.
"Two new career scenarios featuring the MultiLevels are also included in the bonus package, which will be automatically delivered to those who have purchased the NJT ALP-46 DLC or North Jersey Coast Line. – Gary Dolzall"

Notice the word or not and.

I would think it is if you have the NJT ALP-46 DLC because the route comes with the Bombardier ALP-45DP “dual-power” locomotive so the scenarios would do you no good if they are for the NJT ALP-46 DLC

That said, I am assuming the DLC will be packaged as a hidden Steam App that will be packaged into the NJCL and ALP-46 Steam Subs. Whether the ALP-45DP mode can be switched inside of the ML CC should be interesting, as it may be configured as a diesel like the ALP-45 Comet V, or as an electric like the ALP-46 version of the Comet V cab car.

And here is why I said this:

As you read that notification, it is clear the MLV cars themselves are being dropped into the ALP-46 DLC (not the NJCL DLC). Nowhere does it say anything about adding them to the ALP-45DP, dual mode compatibility, etc.

So I will reiterate again just so that it's clear and there are no misunderstandings; it is my strong belief that you would need to own the ALP-46 to actually get the cars in the update. If you only own the NJCL and NOT the ALP-46, nothing will happen for you (you won't get the cars, or see the new scenarios, since you don't see the scenarios for the ALP-46 + Comets if you don't own the ALP-46 DLC).

Own both ALP-46 + NJCL = Multilevel update fully functional for you, congrats. !*YAAA*!
Own just the ALP-46 but not NJCL = Multilevel update partially functional (you get cars, but no scenarios). !!*ok*!!
Own just the NJCL but not ALP-46 = No joy. !*hp*! !!**sorry**!!

Your missing the "and North Jersey Coast Route". They wouldn't put that in if they weren't releasing it as such.

Guess you didn't read my reasoning (if the MLV cars are getting dropped into the ALP-46 DLC and you don't own that DLC, how are you going to get the file update?).... but hey, when it does come out, and I'm wrong, then ok. Doesn't affect me. But if I'm right, then bunch of people are probably going to complain anyway.

Another theory is that the coaches will install into its own directory (MultiLevelPack01 or the alike) and the scenarios will install in the NJCL's scenario folder in its .ap file as MultiLevelPack01Scenarios or something similar. That in mind the Multilevel DLC (hidden from Steam store) may be added to all the Steam Subs the ALP-46 DLC is contained in.

There is a certain Fan Railer who might be able to do something about that *!!wink!!*

I watched the stream earlier today and I must say, I'm impressed. They did a terrific job on the interior of the Multilevels. Only thing is the lighting is normally a bit brighter. I don't wanna speculate, but judging from what I saw on the stream, I wouldn't rule out the possibility of a Monday or Tuesday release.
