It's listed in the Store for me, and I can purchase it as a gift (I already own it). Which brings up another point with the Steam Store- it has always been possible to purchase something in an area not "blacked out" for games/ DLC and send to a person in a blacked out area.

Wow - that's pretty weak. I hope they can get that straightened out.

Strange, I wonder why BNSF would distinguish between domestic and international use of the license. Also, it's too bad for folks who might buy the dash 9 DLC for the CN, or NS units.
