At the track level? Yes it is somewhat common. There is some pics and videos of it on the net. Snow usually falls at the higher altitudes, so snow-capped mountains during the winter is pretty common. But it does get down to the lower altitudes sometimes. Depends on how many storms the pass gets and how strong they are during winter that particular year.
The Highway 58 on-ramps near the pass have gates to stop vehicles getting on it when it's closed due to a snow closure. A friend of my sister tried to go over the pass during a storm a few years ago and got snowed in. Every car and semi truck driver on the high parts of the pass, had to sleep in their vehicles overnight until they could plow the roads. And most people were not dressed for it. So it was a long and cold night for them.
