Copyright issues with the model or the logo they need to paint on the side of the model? Or is it actually a licensing issue?

Amtrak wants all their employees to get a free copy of Pacific Surfliner first. !*roll-laugh*!

It probably is part of Amtrak Chris. Most of those commuter services in CA are split between Amtrak and a local subsidizer.
I'm pretty sure that's what Metro Link is and the Surfliner.
Amtrak's Capitol Corridor trains are a partnership between Amtrak and the State of California.

Nope. Coaster and Metrolink are their own entities.

The COASTER is owned by the North County Transit District (NCTD) which is owned by the state of California. Transit America is under contract to run COASTER operations.

Metrolink is apparently owned by a consortium of cities and counties.
Surfliner is apparently Amtrak.

This came from Metrolink's own website.
"In September 2002, Metrolink and Amtrak introduced Rail 2 Rail® Program. As part of Rail 2 Rail®, Metrolink monthly pass holders may travel on most Amtrak Pacific Surfliner train or buses within the trip limits of their pass, at no additional charge. Travel does NOT include Coast Starlight trains."

Metrolink is governed by the Southern California Regional Rail Authority (SCRRA), a joint powers authority that was formed in 1991 and comprises five county agencies that were tasked with reducing highway congestion and improving mobility throughout Southern California: Los Angeles County Metropolitan Transportation Authority (Metro), Orange County Transportation Authority, Riverside County Transportation Commission, San Bernardino Associated Governments and Ventura County Transportation Commission. On the Steam client interface, you should have a list of Achievements on the Library page, under the Play button:

Then you click "View All Achievements" and they're toward the bottom of the list:
