I haven't seen any mention of this, these free locos on any other TS forums.

Perhaps the op should check their purchase history on Steam to make sure that they haven't purchased it. They just need to click on Steam Support purchases to look at their purchase history. I know that I cannot remember every piece of TS DLC that I have purchased.

Ok I have found that on the 12/10/17 the following RSC folders were updated. ES44C-Pack01_CSX-YN3, ES44NSHP, F45Pack01, Marias Pass and Sherman Hill. Whether I got anything free I wouldn't have a clue.
