Does RWA block IP addresses based on geo location?
for instance United Kingdom?

No. Near as I know Steam is the only one that blocks some stuff by location.

We've never done that.
I'm tempted though, given the amount of spam we get from RU.

Thanks. Some kid was writing that in the DTG forums. I could not believe it but still had to ask :-)

Why on Earth do you want that? Who cares what's going on there? The fella who was claiming his IP was blocked is now registered here and says he can get on with no problem.

I want to know what exactly was his problem.
A country block can be applied in phpBB, in Joomla, in CPanel, in WHM or in the OS.
It is always possible that something is blocked without my knowledge.
The symptoms will vary depending on what the user is trying to do.
Or, short version, just trust me on this.
