Apparently G-Trax helped to find an error in the DTG build server causing the problems and DTG hope to get fix out asap (next couple of days or so). This from the DTG Forum today.

I attempted to apply the patch to Stevens Pass but it was a no go. Contacted Steam usual response. !*don-know!*

Re check the instructions. you may have put the file in the wrong place.

Gave it a shot 4 times. Not working here. It does read in the link that not everyone has had success with this. Followed the path precisely. At least nothing else is FUBAR. To me that is always a big plus. Maybe someone will post a video on YouTube and I can see what I am messing up.

I'm not sure what the instructions say but drill down in your Assets\GNTX\StevensPass. Unzip the StevensPassAssetsRailNetwork.ap so you have the folder StevensPassAssetsRailNetwork. Inside there should be a folder that is named RailNetwork. Copy that folder and paste it into the StevensPass folder. It will ask you if you want to replace if I remember like 17 files. Say yes. That should do it. That worked here anyway.
If you don't have the StevensPassAssets.ap unpacked it won't ask about replacing the files but it still should read them over the ones in the .ap

Tried as best I could to follow your instruction precisely. Something installed but did not tell me how many files there were. That caused it to crash on startup. Removed the files and did a forced update and validation on steam. It has just gone back to not loading. I am almost positive that this solution does not work in all cases, and I must admit that I am VERY computer illeterate. I do the best I can. One of my very favorite routes but, the world is not coming to an end. Wanted to get SS's SD70ACU for this route. Thank you very much for the guidence.

Yeah save unzip and then paste it where I suggested. If you haven't messed with the route down load when you paste it it will over ride the .ap.
A little help for the future, when you post something in the main folder it will always be read by the game before those files in the .ap file. You need to make sure this folder is in the StevensPass folder.

For some reason or another I was never promted to over write the files. I just extracted to the location I thought you were speaking of. Now if you need a mechanical seal built for your reactor, glass lined or nonferrous, I am your man.

Well if you had the .ap unzipped (the main one) and you put the new one into the right place it should ask you. you can look to see if it worked by going to Assets\GNTX\StevensPass\RailNetwork\Signals\BNSFScripts. All of those files should now be dated 7/3/2023
