The -FPSLimit=60 goes after the quotation mark in the Target: dialog, make sure you have the space after the quotes, and the number at the end of the -FPSLimit= is the number of frames per second you want to limit to. I limit mine to 30FPS which works fine. You can use the Steam overlay to check the FPS if you wish, but it has to be turned on in the Steam/In-Game/In-game FPS counter settings to work.
