What game are you talking about getting 30-40 FPS? TS2017? TS is a notorious CPU hog. The 1060 is okay, if you upgraded from the 600 or 700 series, but 30-40 ain't bad, for TS2017. And as for the CPU, it's the clock speed that matters most. The higher the better. I run my i5 2500k at 4.2 and get very satisfactory results in all games, even FSX, the worst CPU hog.
Check your CPU temps. If it starts to get hot it will throttle down. My system is liquid cooled and it still gets to 55C. 70C is the safe top end. BTW you might try reapplying the thermal paste on your cooler it does loose some of it's effectiveness after a while.
