Can't open Nvidia Control Panel

So yesterday, I accidently mucked the whole Nvidia program again. *!embar*! I did what I did last time, cleaned both Intel and Nvidia. Then installed each one restarting each time.
I've tried reinstalling while in safe mode and I also use DDU to clean the system. I'm at wits end on what is left to do. This is my laptop so newer drivers from NVidia are not a option.

I recently added a new SSD to my rig and I was having issues right off the bat with the new Nvidia driver. I could get into the the CP all right, but I was getting a lot of flickering while in game.
It wasn't playing well with the current edition of EVGA Precision 16 either.

I had to go back to the 344.750 version on my MSI board.

I also recently found out something I never would have suspected. Some motherboard builders, use Intel drivers in a "creative" way.
I read online that I shouldn't have needed Intel Management Engine, Intel Smart Connect or Intel Control Center drivers.
And yet... my new OS install wouldn't play You Tube videos, run my click BIOS or run TS2015 smoothly, not to mention "wonky" un-snappy performance in general, until I installed those drivers listed above.
So MSI as one example is using elements of those drivers for other purposes on the motherboard.

Do'h it specifically says not to use safe mode but use normal mode. *!rolleyes!*

Still no dice though.

Okay, sooo I downloaded the oldest drivers I could find on Toshiba's site.

These are 326.14 I believe.

First, disabled internet
2nd, disabled AVG
3rd, disabled Intel 4600 via device manager.


And Presto it came right up. !!*ok*!!

Awesome.
A friend of mine always said, when working on cars or PCs and you can't figure out the problem, "go back to basics" in my case I got going with the driver disk that came with my motherboard when the fresh drivers from MSI's website didn't work.
(Nobody better be thinking, that I downloaded the wrong ones, I triple checked to make sure they were supposed to be for my board and reinstalled to no avail.)

P.S. it's better to disable the onboard video chip via BIOS, if you know how, but well done. !!*ok*!!
