You would need to be able to map the cloud storage service to a path, something like "\\server\folder", so that Steam would see it like local storage.
Then you would move TS to this new drive using the Steam client.
Then you would need a lot of bandwidth. TS reads a lot of data.
A good internet download speed nowadays is what, 100 Mb/s? SATA2 speed is 3000 Mb/s.
With all the overhead from internet protocols, latency, security, etc, and keeping in mind the data still needs to be read from a disk at the cloud provider, I doubt you would get any pleasure from your game.
There's also the recurrent costs for this bandwidth and the GBs of needed storage in the cloud. Compare this to local storage and local networking which cost a few dollars, not recurrent.
