TS2019 uses Direct X 9.0c the slowest of the variants.
Latency does cause stuttering in TS if there is a missed buffer call for instance -it won't be harmful to try it.

This is geared more towards fast twitch gaming like first person shooters. It will do little for Train Sim other than maybe making moving your camera view around in cab mode a little smoother looking.
