wiped HDD and transferred railworks manually but problems

What I do is backup the common folder, or the entire Steam folder somewhere.
Then, I reinstall steam.
Then, I delete the common folder from the new setup, and copy and paste in the backup common folder.
If all you have is Railworks, then all you have to do is delete and copy that folder from your backup.

I haven't done something like that in about a year though, so maybe Steam changed something. I keep hearing about VAC and how it's messing around with people and their game mods.

Is your TS 2014 install on C: drive?
Could you be missing some chip or other drivers after a clean install of windows?

Mike I guess that you matched the path to Steam and railworks folder/file structure on your original drive to where you transferred it to the new drive.
So say if the old drive file structure was say C:\STEAM\Steamapps\Common\Railworks* then that is how it has to appear on the new drive otherwise STEAM thinks RW is missing and will try to re-download it again. (*This is just an example.)

Don't want to rain on your parade I recently copied my 120GB TS2014 to a new HDD then it just would not run - no matter what I tried - so I just re-installed it and 10 hours later it worked OK and 3 weeks later all addons installed.

I've always just copied my steamapps folder to my second drive, then install Steam fresh in the new Windows, paste that steamapps backup folder into the new Steam install and away it goes. I have a lot more than just Railworks installed in my Steam Folder. A LOT more. May have to do a verify once in a while on a game or two, but never had to download it all again.

Well I'm stumped.
All I've ever had happen, was a Steam request to "repair" a steam install after I moved it from one drive, to another. It added some new folders into the C: drive, apparently so Steam could find the moved folder which is now on it's own drive.
I've got to tell you all... if you can swing the cost of a second drive for games and other programs you don't want tampered with by a clean install, that is the way to go.
Second drives pretty much limit a person to having to put new shortcuts onto the desktop. You can even backup the shortcuts before the clean install, as long as the files and programs don't change drive or file path.

I say if they are gonna wipe out your work files, see if you can hook the drives up to a working computer and transfer the files first. I looked up that "NEPA geeks" and found they have a good rating on Yelp! and a rating of "A" with the BBB. But they have only had BBB Accreditation since 6/17/2013, so I don't know how reliable that grade is.

I would definitely make sure they do you right. Upgrading the CPU can help, but I wouldn't have bothered. I would have bought a CPU/Motherboard combo instead if you wanted to go the cheap upgrade route. Less likely to have issues that way. Plus it has a warranty for both.

If Windows loads you can use the built in memory test to check for a bad module.

If windows doesn't load you can use memtest if you have another computer to burn a cd.

You can also pull out all of your memory sticks and replace one at a time until you have the problem.

So... what frame rates are you getting with the new CPU compared to before? Also... what was the old CPU and what is the new CPU?
