If the assets are from RSC/Steam They will automatically download when you re-install TS-2014. If it's 3rd party, you will have to reinstall them manually. I did this just a few months, I put all my 3rd party DLC on a USB Drive and put them in my game after I got the new CPU and re-installed the game.

I would spend a couple of extra bucks if you can afford it and get a nice external HD of whatever size you need and use it for the backup, then you can just plug it into your new computer and have both a backup and access to all of your old stuff. If I ever have a serious meltdown on my game machine I don't lose anything. I think I remember my 500GB drive cost like $60-$70.

You could copy the Steam> steamapps> Common> Railworks folder to an external drive, that will have all your RW stuff and installed third party stuff as well. Paste that into Steam> steamapps> Common on the new PC.

Once you install Steam on the new PC, until you click Install in your Library list, TS2014 is not installed. None of your games are. But they are all in the "Steam Cloud".
