[WIP] Metro-North M2 Repaint of Arrow III

I chose this because of there being a much needed gap that had to be filled in Metro-North operations, with there being no official M2 out from DTG. Let me know what you think, and don't hesitate to critique it so I can have an idea on what to improve on!
