Hey MM - Yep, you just need to have the NEC route installed (for the Route Blueprint to find the base-set assets, textures, etc.) Just the same as you Need Sherman Hill to run the Bergen.

Yep- "You Need the Base Route that your created the Template From" In this case the NEC North East Corridor DTG DLC.
So No NEC Route Installed results in a MadMax Wasteland. Thanks for the assist! Really Appreciate it!
