I am EXTREEMLY pleased to announce that after 15 hours of poking around, testing, failing and retesting - that I, Minerman, have changed the Earth!
My final test, using the steps below was completely successful. My problem of having NOT had STRM in the first place has been mitigated by reducing all the VERTIAL points on a STRM file by 97.44 meters (which converts to 300 feet plus another 20 feet to allow for trees) On my test area I matched a KNOWN elevation of 400 feet when Imported terrain. NOW PORT JERVIS IS POSSIBLE ( I would be nuts to build it, but is more possible then it has ever been) WOW! !*YAAA*!

February 26th STEPS
Proceed to Site:
https://viewer.nationalmap.gov/basic/#productSearch
Download from your chosen location in the following format:

USGS NED 1 arc-second n42w075 1 x 1 degree GridFloat 2016
Published Date: 2016-01-28
Metadata Updated: 2017-01-27
Format: GridFloat (42.78 MB), Extent: 1 x 1 degree

Extract ALL data from the Zipped File into a folder you create.

Open Mircodem: Select Open and Browse to the folder you just created and open the DEM.

Then, in Microdem, go to simple grid arithmetic, then Raise/Lower Z valued, and the change the z value by a negative 96.44m (the amount I need to reduce by, SQK recommends (6m)

In Microdem Select FILE, SAVE AS, DEM. Save to NEW FOLDER that you create.(I named mine BIL) Inside this file needs to be the program BILxSTRMv3

After Extraction Open BILxSTRM in the BIL Directory Field browse to the NEW FOLDER you created, then in the STRM FIELD Browse to a NEW FOLDER you create. (I made mine a subfolder of 'BIL' called STRMs.Select 1 Arcsecond and click START. In 60 seconds your file is done.

Last step is to import to your DEM\STRM Folder in Railworks.

*I didn't take a before picture but visualize the ground being 300 feet higher then it is in the import. The unmodified base terrain is the "zero" you start off with when you start a route. In my case, its 300 feet as I based all terrain off the known 300 ft elevation at Suffern. The bump you see is the line of 50 by 30.6 m contour line that I was drawing from a topo map.

Boosted - Many thanks for your question earlier. It was your comment that got me to think about expending the time to resolve my topo issues. If you look at NSTrains and ex-railwayman's images of this route, you can see why I enjoy this so much. Now we have more cool stuff to do! *!greengrin!*

Amazing scenery! Totally worth the 3 years work to get here.
