Where should RWLibConfig be located? The xml exists but the log says it doesn't.

This is normal, the script checks for this file and creates it in the current folder if needed. The log should mention this.

Before trying again, delete the previous log so it doesn't get too big and confusing.
If you still have problems after reinstalling, post your log and I'll have a look.

At the bottom of my log is a successful installation, with the log reading/creating the fix script. I'm testing it out now.

I'm having issues with the unit crashing after the 2018 update and windows 10 update. I had to uninstall because it wouldn't allow the BNSF SD75 units to load. I'm not sure what causing this. The units ran perfectly before. I've uninstalled and reinstalled numerous times and I still get the crashes.

Did you read my post over on the other topic where you posted your problem?

Yep. I read all the replies. As stated it worked fine prior to the updates.
