Don't mean to sound ignorant, but change the weather to what?

To a different weather.
Use the "Set weather" button in the RW Tools scenario editor.

Also, have you tried the "[BN] Harvest Local (freeware)" scenario?

That is the one I am trying to run. And I don't know what to set the weather to.

Anything. Just choose any other weather file in the list.
It's just a test for checking if the problem is related to the error message you're getting.
I'll be honest, we're throwing science at the walls here to see what sticks. No idea what it'll do.
