I saw you around on the Run8 board. When it comes to learn how to dispatch a subdivision using modern computerized technology, Run8 is your choice.
In the meantime, have you considered the JMRI suite of programs? I found them referenced over at Run8. Perhaps Run8's interface is more "open" due to the great External Dispatcher program already available.
From what I gather, these JMRI (Java Model Railroad Interface) apps were meant to control a model railroad. But according to the documentation, a simulation can also be build and operated. And perhaps in the far future, when a Railworks interface to outside programs becomes available (that new LUA thingy perhaps?) you can control Railworks also??
Back to topic, you need to draw a NERW trackplan schematic in JMRI just like designing a model railroad, and than a dispatcher's panel plus signalling logic. This panel can have many different guises, including a realistic US&S CTC machine. Perhaps trains can be simulated to run the AI schedules?
